  2. I think he means neutral as in the actions he takes. He said near the beginning of the book that the camps are more about what people do rather than their internal actions. Punk hasn’t really done anything evil yet besides leaving that one boy behind. He is in neutral camp because he finds it more convenient and so he isnt killed by good people
